About the job

Requirements
  • At least 3 years of BSA/AML compliance experience in a regulated financial institution, including direct experience with a Puerto Rico IFE and OCIF examination cycle.
  • Hands-on SAR lifecycle experience, including investigation, determination memoranda, filing clocks, continuing activity, and confidentiality; must be able to evidence SAR decisioning authority.
  • Working knowledge of BSA recordkeeping, funds-transfer recordkeeping under §1010.410, FinCEN 314(a), OFAC administration, and MSB obligations, including differences between 31 CFR Part 1022 and bank Part 1020/CIP.
  • Experience with transaction monitoring and risk-scoring systems, KYB/KYC vendors, and auditing alert dispositions with disciplined false-positive rationales.
  • At least 2 years of risk management and/or financial-crimes audit experience.
  • Fluent English.
  • Integrity, independence of judgment, and willingness to veto decisions when necessary.
  • Must be located in or self-relocating to Puerto Rico.
Responsibilities
  • Own and maintain the risk-based BSA/AML compliance program, including CIP/KYB/KYC, beneficial ownership, EDD, ongoing monitoring, and recordkeeping across MSB and bank programs, with clear capacity-split documentation for each decision.
  • Serve as the designated BSA Officer with authority for SAR determinations, SAR filing clocks under 31 CFR 1020.320, continuing-activity reviews, confidentiality and no-tipping requirements, and 314(a) searches, including the 14-day window, no-hit logs, and no disclosure to subjects.
  • Report program health, trends, and deficiencies directly to the Board using trends and metrics rather than case-file detail in minutes.
  • Govern sanctions screening, including direct OFAC SLS ingestion and reconciliation; ITA CSL, EU, and UK sources; OFAC 50 Percent Rule ownership handling; pre-submission beneficiary screening; fuzzy-match disposition; and fail-closed behavior during screening outages.
  • Own OFAC block and reject handling under 31 CFR 501.603/601.604, including 10-business-day reporting; confirmed matches must be blocked, and auto-return or retry must occur only after false-positive disposition.
  • Evaluate onboarding, EDD triggers such as high-risk jurisdictions, complex ownership, volume, PEP/sanctions, and transaction activity for compliance risk.
  • Proactively audit processes, KYB artifacts, monitoring alerts, and CIS risk-scoring dispositions; document findings, remediations, and residual risk.
  • Own vendor and counterparty compliance touchpoints, including compliance sign-off on vendor reviews involving BSA/AML screening or monitoring.
  • Build simple, systemic internal controls with forcing functions rather than one-off customizations, and design for reasonable, risk-based, auditable compliance without 100% guarantee claims.
  • Own the training program for staff, engineering/CIS, Board orientation, and alternate/interim BSA coverage.
  • Manage independent testing and audit remediation, examiner requests from OCIF and IRS BSA examinations for the MSB, and the residual-risk register.
Desired Qualifications
  • Spanish language ability.
  • Professional certification such as CAMS, CGSS, CRCM, or equivalent.
  • Stablecoin or cross-border payments experience.
  • Data-protection literacy, including GDPR concepts; privacy-framework experience is a plus.
