Troutman Pepper Locke adds experienced Investment Funds leader Reed Balmer to Private Equity and Investment Funds Practice Group. Wednesday, September 23, 2026 Troutman Pepper Locke has added Reed Balmer as a partner in the firm's Private Equity and Investment Funds Practice Group. Balmer brings more than two decades of experience advising private equity, venture capital, and hedge fund managers in addition to independent sponsors, family offices, and institutional investors on fund formation, structuring, and regulatory compliance. Balmer joins Troutman Pepper Locke from Finn Dixon & Herling, where he led the firm's investment management practice. "The Troutman Pepper Locke brand recognition, industry knowledge, and established middle-market reputation are exactly what I've been looking for to deepen client relationships and continue growing my practice," said Balmer. "Fund sponsors require support that extends beyond formation, and Troutman Pepper Locke's capabilities in corporate transactions, tax, health care, ERISA, employment, real estate, energy, and litigation can meet their needs across the full lifecycle." Balmer's practice centers on the full formation lifespan, from iterating on and sharpening investment theses and preparing term sheets, through drafting and negotiating governing documents and side letters, to guiding managers through state and federal filings and registration. He advises both established and emerging managers launching their initial and successor funds, as well as independent sponsors, club funds, promise funds, and other vehicles raising capital for each of their investments. Balmer takes a strategy-driven approach to structuring, beginning each engagement by understanding the fund's investment objectives and underlying assets before drafting terms, a methodology that applies across asset classes from private companies to real estate to commodities. Balmer also represents institutional investors, family offices, wealth managers, and other institutions in connection with investments into third-party private funds and co-investment vehicles. Balmer works with his clients to implement and maintain tailored compliance programs for registered and exempt reporting advisers and represents clients in SEC and state examinations and investigations in partnership with litigation counsel as needed. He has broad experience representing funds of funds, institutional investors, foundations, and foreign advisers, and has developed a focused practice serving sponsors on capital formation, regulatory compliance, and succession planning. "Reed is a strong addition to the group, and his experience will integrate seamlessly with our Investment Funds and Investment Management Services team," said Stephanie Pindyck Costantino, a partner and leader of the firm's Investment Funds and Investment Management Services team. "Today's fund clients need counsel that can go deep on formation and then stay with them through the full fund lifecycle, including deploying that capital over the life of the fund; that's what we do every day." "Reed's arrival reflects the continued strategic growth of our nationally recognized private equity platform," added Paul Mahoney, leader of Troutman Pepper Locke's Private Equity and Investment Funds Practice Group. "He brings the kind of investment management and fund formation experience that adds important depth to our group at a time when clients are looking for sophisticated, practical counsel across increasingly complex fund and secondary transaction structures. We are thrilled to have him at Troutman Pepper Locke." Troutman Pepper Locke's Private Equity and Investment Funds Practice has recently earned recognition across key industry league tables.
