APEX Investigation(R) Names Jeff Kool Chief Operating Officer: One of the nation's leading insurance fraud investigation firms names a seasoned law enforcement leader - and its own first employee - to lead operations. Tuesday, September 15, 2026 | 460 | 0. Sacramento, CA - September 15, 2026 - APEX Investigation(R) today named Jeff Kool as Chief Operating Officer. Kool was the company's first employee nearly thirty years ago before departing for a career in law enforcement - one that concludes this year with his retirement from the Roseville Police Department after over 23 years of service. "Jeff, who nearly three decades ago was APEX's very first employee, brings a rare combination of operational command and investigative depth to this role," said JR Robles, CEO of APEX Investigation(R). "Across more than two decades in law enforcement and his earlier work in insurance fraud, he has led complex investigations, built technical capabilities from the ground up, and operated at the executive level under real pressure. His background in criminal justice and cybersecurity, paired with a proven command-level leadership record, positions him to drive the discipline and scale our next phase demands. Equally important, he embodies the standards this company was built on: integrity, trust, and results." Kool's appointment comes as APEX pushes to the forefront of investigative technology. The firm has developed a proprietary, AI-powered investigations platform that is redefining how insurance fraud and Special Investigations Unit (SIU) work is conducted, automating case intelligence, accelerating investigative workflows, and surfacing fraud signals at a speed and scale the industry has not seen. Kool's cybersecurity background and record of building technology capabilities from the ground up directly support that trajectory. Following his retirement from the Roseville Police Department, Kool began his career as a Deputy Sheriff with the Contra Costa County Sheriff's Office before lateraling to Roseville. He advanced from patrol through SWAT and narcotics assignments into executive leadership, ultimately overseeing Investigations, Professional Standards, Technology, Operations, Threat Assessment, Crime Analysis, and regional task force partnerships. He built the department's technology program from the ground up and established one of the region's first public safety UAS (drone) programs. Kool holds a Master's in Cybersecurity Operations and Leadership from the University of San Diego (summa cum laude) and is a graduate of both the FBI National Academy and the Senior Management Institute for Police. He has served on the board of Crime Stoppers and represented his agency on the Sacramento Urban Area Security Initiative. Together with Robles and Fermin Gonzales, President of APEX Investigation(R), Kool will form the company's three-person executive leadership team, jointly directing APEX's operations and management teams companywide. "In my 24 years at APEX, I've come to know exactly what makes a leader succeed here," said Gonzales. "Jeff brings decades of law enforcement leadership and a proven ability to build high-performing teams, lead complex organizations, and forge the kind of relationships this business runs on. He is exceptionally well-suited for this role, and I look forward to working alongside him as we continue to grow." "APEX is where all of this began for me," said Kool. "Everything I built over more than 23 years in command leadership, technology, and operations - I'm bringing every bit of it back to APEX and to work that matters."
