Requirements
  • A Bachelor's degree plus 18 years of experience, or a Master's degree plus 15 years of experience, in Government Program Management, Agile Coaching, Educational Architecture, Instructional Design, or a closely related defense or intelligence field.
  • A proven track record of leading enterprise-scale Agile transformation tasks independently of supervisory guidance.
  • An advanced industry certification such as Certified Agile Coach, Certified Scrum Professional, or PMI Agile Certified Practitioner.
  • Extensive experience authoring technical briefs, course materials, and technical training specifications aligned with Department of Defense, Intelligence Community, and United States Air Force instruction standards.
  • An active, verified Top Secret/Sensitive Compartmented Information security clearance.
  • Experience with Agile Scrum and Kanban methodologies.
  • Knowledge of cloud computing architectures, cloud-native software factories, and Model-Based Systems Engineering concepts.
Responsibilities
  • Educate, mentor, and pair with software developers, Government Product Owners, and senior intelligence stakeholders on Agile Scrum and Kanban methodologies.
  • Guide sprint planning, reviews, retrospectives, and daily stand-ups to optimize software factory velocity.
  • Author and deliver the formal monthly Agile Process Posture Report to NASIC/A9 leadership, documenting enterprise Agile adoption progress and prescribing future strategic training roadmaps.
  • Partner with subject matter experts to design, build, and implement phenomenology-based Overhead Persistent Infrared advanced target analytical training curricula for NASIC/GSPM analysts.
  • Guide the integration of open-source intelligence tools into formal training frameworks.
  • Advise technical teams on the operational validation of Publicly Available Information feeds and synthesize user feedback for software developers.
  • Coordinate center-wide mission operations and track training readiness metrics across teams.
  • Manage training-management workflows integrated within the enterprise ServiceNow framework.
  • Design, manage, and execute comprehensive mission training objectives that improve the administration, lifecycle management, and daily operations of multi-domain security organizations.
Desired Qualifications
  • NASIC experience.
  • Direct experience working inside Vendor or related vendor ecosystems, or deep technical familiarity with the National System for Geospatial-Intelligence Tasking, Processing, Exploitation, and Dissemination framework.
  • Understanding of cloud computing architectures, cloud-native software factories, and Model-Based Systems Engineering concepts to coach technical teams.
