Requirements
  • A bachelor's degree in accounting, business, finance, or a related field, and four years of relevant experience, or an alternate combination of education and experience considered case by case.
  • Ability to manage a dynamic workload with regularly shifting priorities.
  • Ability to identify complex problems and root causes and seek solutions using problem-solving and critical thinking.
  • Ability to clearly communicate technical issues, impacts, and solutions to a non-technical audience.
  • Ability to accurately document information and decisions to ensure recommended solutions meet business needs and requirements.
  • Ability to monitor deliverables to ensure timely completion of projects.
  • Ability to lead ongoing reviews of business processes and develop optimization strategies.
  • Ability to operate Microsoft Office software products and learn new tools quickly.
Responsibilities
  • Assist assigned executive branch agencies with analyzing, planning, preparing, monitoring, adjusting, and evaluating all aspects of their budgets in alignment with the overall executive budget and strategic direction from the Governor’s Office.
  • Research current and planned appropriations, bills, reports, relevant codes and laws, and trends.
  • Formulate plans for upcoming budget adjustments with legislative fiscal staff, agencies, legislators, and various committees.
  • Assist agencies with preparing justifications, solutions, and projections for budget requests and adjustments.
  • Present and defend the executive budget to the legislature.
  • Maintain appropriations control for state government.
  • Prepare projections for unexpected budget changes, including amendments, emergency appropriations, and other unforeseen budget needs.
  • Evaluate agency budget performance to identify improvements in program effectiveness and efficiency.
  • Manage the budget-development process for statewide fixed costs and other proprietary funds.
