Requirements
  • U.S. citizenship is required to obtain the client-issued Public Trust.
  • Comprehensive knowledge of Department of Energy and Congressional and Intergovernmental Affairs goals, objectives, organizations, programs, and mission for performing legislative research.
  • Skill in preparing in-depth analytical reports for key officials, applying fact-finding methodology, and establishing and maintaining effective working relationships with Departmental, Congressional, and other officials.
  • Ability to negotiate complex legislative issues or issues with a high-level impact on the nature and level of programs.
  • A high degree of tact when dealing with politically sensitive subjects involving multiple stakeholders, and the ability to communicate complex concepts that may be unpopular or controversial.
  • Ability to prepare clear, concise, and timely hearing reports with detailed information for senior officials.
  • Excellent written and oral communication skills.
  • Excellent attention to detail and understanding of fundamental business writing.
  • Expertise in Microsoft Office products, including Word, Excel, PowerPoint, and Outlook.
  • A Bachelor's Degree is required.
Responsibilities
  • Advise executive and senior management of the Department of Energy's Energy Dominance Financing Office on identifying and resolving Congressional affairs issues, engagement methods, and strategies.
  • Support inherently governmental functions of the Congressional affairs team.
  • Support development and implementation of the organizational vision integrating program goals, priorities, values, and interests for Congressional and governmental stakeholders.
  • Support the Chief of Staff and Chief Operations Officer by coordinating with the Office of Intergovernmental and Congressional Affairs and other offices to prepare program notifications, statements, testimony, and briefings.
  • Coordinate Congressional briefings, responses to inquiries, and strategies to promote programs through legislation.
  • Support notifications to Congress regarding program and deal updates.
  • Review agency- and program-developed materials, lead the creation and dissemination of information materials to Congressional and governmental stakeholders, and obtain feedback on their effectiveness.
  • Assess legislative affairs programs and activities to facilitate communication among the agency, Congress, and federal, state, and local elected officials on program-related matters.
  • Evaluate information and communication programs for their effectiveness in furthering agency and organizational goals.
  • Integrate analytical methods from varied sources and review reports and legislation related to clients and stakeholders.
  • Synthesize facts to summarize, evaluate, develop, and provide program recommendations to leadership on ways to propagate information and increase program quality and awareness.
  • Prepare leadership to manage and represent the client at public events and engage government and nongovernment stakeholders, including Congress, state and local governments, and community leaders.
  • Liaise with Congressional staff, elected officials and their staff, civic and professional groups, and coordinate client responses to inquiries and information or assistance requests.
  • Attend high-level staff meetings with client senior management and act on their behalf within assigned areas of responsibility.
  • Participate in meetings held in the Office of the Director, provide preparatory staff support, and monitor meeting results.
  • Provide agendas for regularly scheduled staff meetings as appropriate.
  • Act as liaison for the client with agency officials and federal, state, and local branches of government, including members of Congress and senior aides.
  • Supervise Legislative Affairs professionals and contractors to achieve function goals and meet the client's communication needs.
  • Coordinate staff workload to ensure varied actions are addressed effectively amid changing priorities, timeframes, and workloads.
  • Reduce production bottlenecks and barriers while promoting effective team relationships and improved business practices.
