OSHKOSH - The Oshkosh Plan Commission will consider plans for a new restaurant and expanded outdoor entertainment on Pioneer Island when it meets at 4 p.m. Oct. 6. The commission is being asked to recommend approval of the general development plan for 1000 Pioneer Drive. It also will act on an ice cream parlor and miniature golf proposal downtown and an outdoor storage expansion at the Generac Power Systems campus. Restaurant, entertainment venue proposed for Pioneer Island. The 6.3-acre site at 1000 Pioneer Drive could add a restaurant, outdoor seating and games, an amphitheater, an event space and a wharf under a proposal from Pioneer Island LLC. The first phase would add a support building with permanent restrooms, a walk-in cooler and storage for the existing tiki bar, along with improved outdoor seating and activity areas. Later phases would include a 10,097-square-foot restaurant, a permanent event structure, an amphitheater and a new parking lot. The full development would provide 341 parking spaces, 19 fewer than required by code. The applicant points to 60 on-street spaces on Pioneer Drive, pedestrian access and 28 boat slips as additional options. City staff supports the plan and recommends that detailed zoning exceptions be addressed during later specific implementation plan reviews. Special event permits would be required when determined by the city's special events coordinator. Ice cream parlor, patio and mini golf planned on Waugoo Avenue. A two-story building constructed in 1875 at 13 Waugoo Ave., next to Reimer Jewelers, could gain an ice cream parlor on its first floor, a covered patio and an accessible ramp. The second floor would remain residential. The adjacent vacant lot at 15 Waugoo Ave. would become a nine-hole miniature golf course, with customers paying inside the ice cream parlor. The applicant plans to combine the two parcels. Proposed exterior work includes repainting the wood storefront black, adding glass-and-black-aluminum overhead doors on the front and east sides, and building a wood-and-metal roof over the patio. A neighboring property owner raised a concern about keeping an emergency exit facing the patio and golf area unobstructed. City staff recommends approval, finding the changes compatible with the downtown setting. Generac seeks outdoor storage expansion. Generac Power Systems is requesting approval to add about 60,326 square feet of outdoor storage at its 22.6-acre manufacturing campus at 3815 Oregon St. The company wants an 8-foot chain-link fence with privacy slats to secure the site's south entrances and screen stored wood dunnage and large frames. The plan requires exceptions allowing the fence in the front yard and reducing the south setback from 30 feet to 15 feet. No new pavement, lighting or façade changes are proposed. The landscaping plan would preserve existing vegetation and add plantings for a total of 1,095 landscaping points, exceeding the roughly 603 points required. October 1, 2026 Generac Power Systems, a Wisconsin generator manufacturer, reached an agreement with the U.S. Equal Employment Opportunity Commission (EEOC) to resolve for monetary and injunctive relief a religious accommodation charge involving an employee's request to use biological pronouns for another employee, the federal agency announced. According to the EEOC's reasonable cause finding, Generac violated Title VII of the Civil Rights Act of 1964 when it did not fully engage in the reasonable accommodation interactive process before denying a religious employee's request to use biological sex-based pronouns when referring to a trans-identified employee, even after the religious employee informed Generac that using non-biological pronouns went against his sincerely held religious beliefs. Generac's religious accommodation process failures also resulted in the religious employee's resignation. In addition to monetary relief for the affected employee, the agreement requires Generac to update its religious accommodation policies and provide training with the goal of promoting greater understanding and effective handling of religious accommodation requests going forward.
